HOUSING AND HOMELESSNESS OF UNDOCUMENTED MIGRANTS IN EUROPE

The report “Housing and Homelessness of Undocumented Migrants in Europe. Developing Strategies and Good Practices to Ensure Access to Housing and Shelter” seeks to clarify undocumented migrants’ right to housing by exploring their access to this right in practice. The report provides an overview of their access to privatesector accommodation as well as temporary shelters in various EU countries and identifies key barriers, challengesand concerns. Innovative policies and practices are highlighted which enable undocumented migrants to enforcetheir right to housing and improve their living conditions. The report is based on PICUM's annual workshop on housing and homelessness of undocumenetd migrants in Europe, held in Brussels in June 2013.

EU MIGRATION POLICY: A Push Back for Migrants’ Rights in Greece?

PICUM’s report Guaranteeing Access to Health Care for Undocumented Migrants in Europe: What Role Can Local and Regional Authorities Play? outlines the crucial role played by local and regional authorities in ensuring the implementation of fundamental rights of undocumented migrants, with the particular example of access to health care. The report is the outcome of a roundtable discussion held by PICUM together with EUROCITIES at the Committee of the Regions in Brussels on 12 December 2012.The report provides a set of recommendations to all actors involved which are also available in French, Spanish and Italian.

Using Legal Strategies to Enforce Undocumented Migrants’ Human Rights

On June 15th, 2012, over 200 participants gathered to attend PICUM’s international workshop “Using Legal Strategies to Enforce Undocumented Migrants’ Human Rights”. Over 200 frontline service providers, legal experts, and representatives from key monitoring and reporting bodies, came together to explore strategies through which to advance undocumented migrants’ rights at national, regional and international levels. This report is a summary and consolidation of the information and strategic advice that was shared by a variety of actors during this workshop.

Child poverty and well-being: Spotlight on the situation of migrant children in Cyprus and the EU

The Platform for International Cooperation on Undocumented Migrants (PICUM), in partnership with the Commissioner for Children’s Rights in Cyprus, the Office of the European Parliament in Cyprus, Eurochild, and KISA, Action for Equality Support and Antiracism, organised an expert roundtable meeting on the subject of “Child poverty and well-being: Spotlight on the situation of migrant children in Cyprus and the EU” on 17 October 2012.

Migrants and the Right to Equal Treatment in Cyprus

On 21 November 2012, in Nicosia, Cyprus, PICUM - thePlatform for International Cooperation on UndocumentedMigrants - along with its Cypriot member organisation,KISA - Action for Equality, Support and Antiracism (ΚΙΣΑ -Κίνηση για Ισότητα, Στήριξη, Αντιρατσισμό), organised aninternational workshop entitled “Migrants and the Right toEqual Treatment in Cyprus.” This event was co-organisedwith the Office of the Commissioner of Administration(Ombudsman) of the Republic of Cyprus, the EuropeanCommission Representation in Cyprus, the Office of theEuropean Parliament in Cyprus, Association Européennepour la Défense des Droits de l’Homme (AEDH) and theEuropean Network Against Racism (ENAR).

The Silent Humanitarian Crisis in Greece Devising Strategies to Improve the Situation of Migrants in Greece

On 3 December 2012, over 90 participants representing civil societyorganizations, professionals, practitioners, advocates, activists,journalists, donors and migrant communities attended a workshopin Athens entitled “The silent humanitarian crisis in Greece: Devisingstrategies to improve the situation of migrants in Greece”. This event was organised by PICUM, i-RED Institute for Rights, Equality andDiversity, Greek Council for Refugees, Doctors of the World Greece,and Amnesty International - Greece Section.The workshop provided a forum for organisations working on migrants’rights in Greece to come together and identify allies and opportunitiesfor action amidst the complex political, social and economic situation,in order to improve the lives of migrants in Greece.

Advocating for the Human Rights of Undocumented Migrants: Strategies, Successes and Opportunities

Conference report on a workshop organized by PICUM and the United Methodist Women Immigrant/Civil Rights Initiative, "The Exploitation of Undocumented Migrant Women in the Workplace"

On March 1, PICUM, the Platform for International Cooperation on Undocumented Migrants and the United Methodist Women Immigrant/Civil Rights Initiative issued the report  "The Exploitation of Undocumented Migrant Women in the Workplace," at the UN-Commission on the Status of Women in New York, as part of the "Beijing +15" review of the Beijing Platform for Action.  This is the report of a global workshop organized by the two organizations during the Peoples' Global Action (PGA) on Migration, Development and Human Rights in Athens, Greece, 4th November 2009.Adopting a global perspective, the report explores specific vulnerabilities facing undocumented women in the labour market as well as strategies which have successfully served to protect and empower undocumented female workers. The discussion explored the role of the unions, social networks, solidarity movements and undocumented women themselves in addressing labour-based exploitation and empowering female workers with an irregular status.

Report on an Workshop organized by the European Commission, DG Research on Undocumented and irregular migration: policy developments, data and social implications

november 2009

The objective of this workshop was to present the main results of the research projects CLANDESTINO and UWT to the policy community based in Brussels. The main topics discussed in the workshop were the CLANDESTINO database on irregular migration which presents and classifies (as low, medium or high quality) estimates and data on irregular migration in the European Union and in selected member states, the possible ways through which migrants become irregular and vice-versa, the impact of irregular migration in EU labour markets and the impact of member-states’ policies on regular and irregular migration.The report highlights key points of discussion of the workshop and provides an overview of the contributions of the speakers.

Report on an International Workshop organized by PICUM, MRN and COMPAS on Understanding Irregular Migration in Northern Europe

The Platform for International Cooperation on Undocumented Migrants (PICUM), in cooperation with the ESRC Centre on Migration Policy and Society (COMPAS) and Migrants Rights Network (MRN) held a workshop on 27 March 2009 in London, UK, entitled “Understanding Irregular Migration in Northern Europe.”The workshop was part of the EU funded CLANDESTINO project – “Undocumented Migration: Counting the Uncountable. Data and Trends across Europe” and brought together nearly 150 participants including representatives of NGOs and trade unions, researchers, local authorities, policy makers, journalists, and other professionals to discuss policies and responses to irregular migration in the United Kingdom, France, the Netherlands, Germany and Austria.This report provides an overview of the contributions of the speakers as well as the main themes of discussion in the plenary and workshop sessions.

Undocumented Children in Europe: Invisible Victims of Immigration Restrictions

PICUM held an international conference in Brussels on 22-23 January 2009 to culminate its two-year project on undocumented children in Europe.This report provides an overview of the conference, what was discussed by the speakers and participants, and to deliver the overall themes and sentiments shared during the event.  more than 150 representatives of NGOs, local authorities, social workers, policy makers, researchers andother actors came together to specifically address the situation ofundocumented children and how control policies directed againstirregular migration affect them. Representing more than 20 countries both in the EU and beyond, participants highlighted numerous examples of violations of undocumented children’s rights.

Workshop on “Fighting Discrimination-Based Violence Against Undocumented Children”

NGO Round Table Report on Civil Society Strategies to Promote the Use of Regularisation Programmes for Irregular Migrants in Europe

This report, prepared by PICUM on behalf of the Council of Europe’s Committee on Migration, Refugees and Population, presents the proposals made by civil society to promote the use of regularisation programmes for irregular migrants in Europe at the NGO Round Table in Strasbourg on 1 October 2007. It also takes into account the Committee on Migration, Refugees and Population Report on “Regularisation Programmes for Irregular Migrants” hereafter referred to as the Greenway report, and Resolution 1568 and Recommendation 1807 (2007) of the Parliamentary Assembly.

Access to Health Care for Undocumented Migrants

Workshop on Drafting an Ethical Code for social workers assisting undocumented migrants

januari 2002

At PICUM 2001 meeting on 'Ethical Arguments for working with undocumented migrants', many participants spoke of the need for an Ethical Code for social workers that work in the field of undocumented migration. A small Working Group to draft such a Code met in the Netherlands
