Advocating for the Human Rights of Undocumented Migrants: Strategies, Successes and Opportunities

PICUM held a workshop for its members in Brussels,Belgium, on 24 June 2011, to discuss strategies, successes andopportunities to advocate for the human rights of undocumented migrants. It marked PICUM’s ten-year anniversary and was attended by an unprecedented number of PICUM member organisations and individuals, who took the occasion to strengthen the PICUM network by actively participating and sharing experiences.

On March 1, PICUM, the Platform for International Cooperation on Undocumented Migrants and the United Methodist Women Immigrant/Civil Rights Initiative issued the report "The Exploitation of Undocumented Migrant Women in the Workplace," at the UN-Commission on the Status of Women in New York, as part of the "Beijing +15" review of the Beijing Platform for Action. This is the report of a global workshop organized by the two organizations during the Peoples' Global Action (PGA) on Migration, Development and Human Rights in Athens, Greece, 4th November 2009.Adopting a global perspective, the report explores specific vulnerabilities facing undocumented women in the labour market as well as strategies which have successfully served to protect and empower undocumented female workers. The discussion explored the role of the unions, social networks, solidarity movements and undocumented women themselves in addressing labour-based exploitation and empowering female workers with an irregular status.
Report on an Workshop organized by the European Commission, DG Research on Undocumented and irregular migration: policy developments, data and social implications

The objective of this workshop was to present the main results of the research projects CLANDESTINO and UWT to the policy community based in Brussels. The main topics discussed in the workshop were the CLANDESTINO database on irregular migration which presents and classifies (as low, medium or high quality) estimates and data on irregular migration in the European Union and in selected member states, the possible ways through which migrants become irregular and vice-versa, the impact of irregular migration in EU labour markets and the impact of member-states’ policies on regular and irregular migration.The report highlights key points of discussion of the workshop and provides an overview of the contributions of the speakers.

Report on an International Workshop organized by PICUM, MRN and COMPAS on Understanding Irregular Migration in Northern Europe

The Platform for International Cooperation on Undocumented Migrants (PICUM), in cooperation with the ESRC Centre on Migration Policy and Society (COMPAS) and Migrants Rights Network (MRN) held a workshop on 27 March 2009 in London, UK, entitled “Understanding Irregular Migration in Northern Europe.”The workshop was part of the EU funded CLANDESTINO project – “Undocumented Migration: Counting the Uncountable. Data and Trends across Europe” and brought together nearly 150 participants including representatives of NGOs and trade unions, researchers, local authorities, policy makers, journalists, and other professionals to discuss policies and responses to irregular migration in the United Kingdom, France, the Netherlands, Germany and Austria.This report provides an overview of the contributions of the speakers as well as the main themes of discussion in the plenary and workshop sessions.

Undocumented Children in Europe: Invisible Victims of Immigration Restrictions

PICUM held an international conference in Brussels on 22-23 January 2009 to culminate its two-year project on undocumented children in Europe.This report provides an overview of the conference, what was discussed by the speakers and participants, and to deliver the overall themes and sentiments shared during the event. more than 150 representatives of NGOs, local authorities, social workers, policy makers, researchers andother actors came together to specifically address the situation ofundocumented children and how control policies directed againstirregular migration affect them. Representing more than 20 countries both in the EU and beyond, participants highlighted numerous examples of violations of undocumented children’s rights.

Workshop on “Fighting Discrimination-Based Violence Against Undocumented Children”

The PICUM held a workshop on 4 April 2008 in Brussels, Belgium, on the protection of undocumented children in their access to basic social rights.The workshop brought together nearly 100 participants, including representatives of NGOs, local authorities, professionals from diverse fields, and other actors to share experiences and discuss ways to address the problems associated with insufficient access to basic social services for undocumented children.This report provides an overview of the contributions of the speakers as well as the main themes of discussion in the plenary and workshop sessions.

NGO Round Table Report on Civil Society Strategies to Promote the Use of Regularisation Programmes for Irregular Migrants in Europe

This report, prepared by PICUM on behalf of the Council of Europe’s Committee on Migration, Refugees and Population, presents the proposals made by civil society to promote the use of regularisation programmes for irregular migrants in Europe at the NGO Round Table in Strasbourg on 1 October 2007. It also takes into account the Committee on Migration, Refugees and Population Report on “Regularisation Programmes for Irregular Migrants” hereafter referred to as the Greenway report, and Resolution 1568 and Recommendation 1807 (2007) of the Parliamentary Assembly.

Access to Health Care for Undocumented Migrants

To mark the end of its two-year project on access to health care for undocumented migrants in Europe, PICUM held a two-day event consisting of an International conference and workshop sessions.
This report provides an overview of the contributions of the speakers as well as the main themes of discussion in the plenary and workshop sessions in a conference which brought together nearly 200 participants to share experiences and discuss ways to address the problems associated with insufficient access to health care services for undocumented migrants.

Workshop on Drafting an Ethical Code for social workers assisting undocumented migrants
gennaio 2002
At PICUM 2001 meeting on 'Ethical Arguments for working with undocumented migrants', many participants spoke of the need for an Ethical Code for social workers that work in the field of undocumented migration. A small Working Group to draft such a Code met in the Netherlands
