Le Forum global sur Migration et Développement

En Septembre 2006, L’Assemblée Générale des Nations Unies a convenu d’un dialogue de haut niveau impliquant plus de 127 pays à discuter le rapport entre migration et développement. Kofi Annan, Secrétaire général des Nations Unies à cette époque était un fervent supporter de ce dialogue qui, espérait-il, pourrait marquer le départ d’une discussion inter-gouvernementale sur ces deux sujets. Avec cela à l’esprit, il a proposé la création d’un Forum Global pour encourager les approches intégrées de la migration et du développement aux niveaux nationaux et internationaux. Ce Forum Global devait être une initiative gouvernementale ouverte aux 192 nations membres des Nations Unies.
The Third Global Forum on Migration and Development - Athens, 2009
The third GFMD was held on 2-5 November in Athens, Greece. The Athens meeting had as its overarching theme “Integrating Migration Policies into Development Strategies for the Benefit of All”. The selection of this theme was based both on the diverse Greek experiences of migration and a growing global awareness of the need to better link migration to development and to make it a force for achieving the Millennium Development Goals.
The supporting Roundtable themes were:
- How to make the migration-development nexus work for the achievement of the Millennium Development Goals
- Migrant integration, reintegration and circulation for development
- Policy and Institutional Coherence Partnerships
- Building Alliances: Business engaging with other Civil Society actors and The Future of the Forum.

During the 2009 civil society days of the GFMD, Don Flynn, PICUM Chair and Director of the Migrant Rights Centre (UK), chaired the workshop on “The Exploitation of Undocumented Migrant Women in the Workplace.” Eve Geddie, PICUM Programme Officer, co-organized the workshop with Carol Barton, Executive of the Women’s Division of the United Methodist Women (UMW) Immigrant/Civil Rights Initiative.

Le second Forum Global sur Migration et Développement – Manille 2008
Le second GFMD a eu lieu les 27-30 octobre 2008 à Manille, Philippines. Le forum de Manille a tourné autour du thème central « Protéger et renforcer les Migrants pour le Développement ». Il a été construit sur les rapports des tables rondes du GFMD à Bruxelles mais avec une attention particulière sur protection et renforcement des migrants pour le développement. Il s’est focalisé sur deux priorités identifiées au Forum de Bruxelles intituléesDroits fondamentaux et la promotion de la migration régulière.
Les thèmes porteurs des tables rondes étaient :
- Migration, Développement et droit fondamentaux
- Migration légale et sûre peuvent apporter des impacts de développement plus importants ; et
- Politique et cohérence institutionnelle et partenariats.

Le Premier Forum Global sur Migration et Développement – Bruxelles 2007
La première réunion du GFMD a été tenue les 10 et 11 juillet à Bruxelles, Belgique. A la fin de 2006, le gouvernement belge a envoyé un questionnaire thématique à tous les états membres des Nations Unies (les « amis du Forum ») et, à partir des réponses reçues, a élaboré les thèmes suivants comme base de discussion de la réunion du Forum :
- Capital humain et mobilité de travail : maximiser les opportunités et minimiser les risques
- Versement et autres sources de revenus de la diaspora : augmenter leur volume net et la value du développement
- Augmenter la cohérence politique et institutionnelle et promouvoir le partenariat.
